The collapsible menu works by manipulating the visibility of multiple layers. There are seven visible hyperlinks on the menu. Each link has a corresponding sub-menu. Including the Closed State menu, there are seven menus in all, representing all possible states.

The seven menus are in seven separate Layers. The layers are stacked one atop the other. What's really happening when you click a link on the opening menu, is that the appropriate sub-menu layer is made visible while all other menus are hidden.
